Torque is useful in this game for drifting because it means you can create wheel slip easier as well as power out of corners faster. There is a huge difference between a 500hp and a 1000hp car in this game and also in real life. Horsepower and Torque are measurements that relate to performance statistics such as 0-60 times, top speed, etc.
