For Skyscale you need three things: Complete War Eternal's story - required for first collection. Own all six episodes of Season 4 - required for second collection. Do A Star to Guide Us story up until unlocking Sun's Refuge (about 3/4th of the story) - required for second collection. Upon this, you can complete all the collections.
For the Skyscale Growing Comforts collection you use the 12 to purchase 12 Skyscale Treats which the trainer feeds to the skyscale without your further involvement. You'll need 24 of these in total. 12 required for the Skyscale Care collection, 12 required for the Skyscale Growing Comforts collection. This is what you feed the baby Skyscale.
Once you finish making your Skyscale saddle, you need to find Gorrik in Jahai Bluffs (Next to location #1 in the list below) and start investigating rifts.
